AIR SUPPORT COMMAND FLIGHT CREW LICENSING (FCL)

Het Air Support Command (ASC) van de Koninklijke Lucht- en Ruimtemacht werd officieel opgericht op 9 juli 2025 op Vliegbasis Woensdrecht. Dit nieuwe commando brengt de capaciteiten van het Koninklijk Luchtmacht Opleidings- en Trainingscentrum en het Logistiek Centrum Woensdrecht samen en vormt zo één geïntegreerde organisatie die de luchtmacht ondersteunt op belangrijke gebieden zoals training, onderhoud en logistiek. Het ASC speelt een cruciale rol bij het waarborgen dat vliegtuigen, helikopters en personeel volledig voorbereid en ondersteund zijn voor operationele inzet, en versterkt daarmee de algehele operationele effectiviteit van de luchtmacht. Flight Crew Licensing (FCL) binnen de Koninklijke Lucht- en Ruimtemacht (KLu) bestaat uit verschillende essentiële onderdelen:

• Creditrapporten: Helikopterpiloten die hun militaire brevet willen omzetten naar een civiele CPL(H)/IR of ATPL(H)/IR moeten een creditrapport verkrijgen. Dit rapport wordt afgegeven in overeenstemming met Artikel 10 van EC-verordening nr. 1178/2011 en blijft geldig tot juli 2026.

• Opleidingsvereisten: Piloten moeten voldoen aan specifieke theoretische en praktische opleidingsvereisten om te voldoen aan de EASA-regelgeving. Eventuele wijzigingen in regelgeving moeten worden gecommuniceerd en geïmplementeerd om naleving te waarborgen.

• Medische en taalvaardigheid: Piloten moeten beschikken over een geldig medisch certificaat en voldoende taalvaardigheid aantonen voor luchtvaartcommunicatie.

• Aanvraagproces: De omzetting van een militair naar een civiel brevet kan slechts één keer worden aangevraagd, en alle resulterende civiele brevetten moeten volledig voldoen aan de EASA-regelgeving.

Flight Crew Licensing (FCL)

Within the Royal Netherlands Air Force (RNLAF), Flight Crew Licensing (FCL) consists of several essential components:

• Credit Reports: Helicopter pilots wishing to convert their military wings to a civilian CPL(H)/IR or ATPL(H)/IR must obtain a credit report. This report is issued in accordance with Article 10 of EU Regulation No. 1178/2011 and remains valid until July 2026.

• Training Requirements: Pilots must meet specific theoretical and practical training requirements to comply with EASA regulations. Any regulatory changes must be communicated and implemented to ensure ongoing compliance.

• Medical and Language Proficiency: Pilots must hold a valid medical certificate and demonstrate sufficient language proficiency for aviation communications.

• Application Process: The conversion from a military to a civilian license can only be requested once, and all resulting civilian licenses must fully comply with EASA regulations.
